The collection is named after its owner, Lucian Pop, and is housed in a traditional building in the city center. The collection was constituted according to scientific and professional criteria by its owner, Lucian Pop. It received official accreditation from the Ministry of Culture via Order No. 2525 on July 10, 2015. The collection has gained recognition through public exhibitions, most notably the 2016 presentation at the Romanian Cultural Institute in Budapest titled 'Maeștri ai picturii românești' (Masters of Romanian Painting). This exhibition was accompanied by the release of a bilingual album titled 'Lumină și Culoare' (Light and Colour), edited specifically for the event to document the collection's holdings.

The collection is housed in a building located in the center of Târgu Mureș, characterized by traditional architecture typical of the city's old town. The exhibition space consists of six medium-sized rooms within the building. Security is maintained through a comprehensive anti-theft system featuring motion sensors, infrared video cameras, and permanent human guard presence, alongside an anti-fire monitoring system.
