Overview & Identity
The Project Management Unit (Unitatea de Management a Proiectului - UMP) is an administrative body operating within the Ministry of Culture of Romania. Established to manage and implement complex cultural infrastructure and development projects, the unit serves as the primary interface for securing and administering non-reimbursable funding from various international and national sources. Its core mission involves aligning cultural offerings and physical spaces with the needs and expectations of the population, acting as a strategic operator for major financial programs rather than a traditional museum with a static collection.
Current Operational Role
In its current capacity, the UMP functions as the Programme Operator for the RO-CULTURA program, which is financed by the EEA Grants (2014-2021). This program is managed in partnership with the Norwegian Directorate of Culture Heritage and the Arts Council Norway. The unit is responsible for the strategic implementation of these grants, which aim to reduce economic and social disparities in the European Economic Area and strengthen relations with EU member states. It also manages the Creative Europe Desk in Romania, providing technical assistance and information for EU creative sector funding.
Significance & Strategic Vision
The UMP plays a critical role in the strategic development of Romania's cultural sector by facilitating access to substantial international funding. It has partnered with the National Institute for Cultural Research and Training (INCFC) to develop a 'Strategic and Coherent Vision for the Cultural Sector.' This work underscores the unit's importance not just as a financial administrator, but as a key driver of policy and long-term planning for cultural infrastructure, ensuring that public investments align with broader national and European cultural objectives.
