Department of Science and Art of the Committee of Council on Education is an Impressionism artist. 5 works are cataloged here, principally at Victoria and Albert Museum.
They spent 50 years turning a South Kensington building site into a public playground. In 1862 the first photograph shows scaffolding and gas pipes; by 1915 another lens captures heroic bronze figures on the same spot. They were the department that kept the scaffolding up while everyone else wanted blueprints. Look up the V&A’s Central Court photos from 1915—you’ll see how they turned a half-built museum into a stage for sculpture.
