Designed by William Henry Playfair, the gallery is a neoclassical sandstone building conceived as a 'temple of the arts'. Playfair worked to a more limited budget than his neighboring Royal Scottish Academy project, resulting in a comparatively austere architectural style. The building was designed in the form of a Greek temple. In the early 21st century, the Playfair Project created a new basement entrance connecting the gallery to the Royal Scottish Academy, featuring a lecture theatre, education area, and restaurant, which opened in 2004 after five years of construction.

The gallery holds major large-scale canvases and a notable collection of Impressionist works by Degas, Monet, Pissarro, Renoir, and Van Gogh, housed in the south wing galleries created to display the Maitland collection.
